शान्ति प्रक्रियामा ब्रेक थ्रु: माओवादी

काठमाडौ, मंसिर १५ - माओवादी लडाकु रेखदेख, अनुगमन र पुनःस्थापनासम्बन्धी विशेष समितिले आफू मातहतका लडाकुलाई नियन्त्रण गर्ने गरी गठित सचिवालयको संयोजकमा नेपाली सेनाका पूर्वरथी बालानन्द शर्मालाई नियुक्त गरेको छ । केही समययता अवरुद्ध शान्ति प्रक्रिया सुचारु भएको रूपमा यसलाई हेरिएको छ ।

संयोजकबारे विवाद भइरहेका बेला माओवादी लचक बनेपछि मंगलबार उक्त निर्णय भएको हो ।  माओवादीले लडाकु कमान्डर नन्दकिशोर पुनलाई सचिवालय संयोजक बनाउनुपर्ने अडान राखेकाले गठनको साढे दुई महिनासम्म पनि संयोजक तोकिएको थिएन । माओवादी अध्यक्ष पुष्पकमल दाहालले गोरखाको पालुङटारमै काठमाडौं फर्केपछि शान्ति प्रक्रियामा 'ब्रेक थु्र' हुने बताएका थिए ।

'ब्रेक थु्र' यही हो भन्ने प्रश्नमा माओवादी सैन्य इञ्चार्ज वर्षमान पुनले भने, 'हो, हामी विस्तारित बैठकपछि अझ बढी लचकतासाथ शान्ति प्रक्रिया र संविधान निर्माणमा केन्दि्रत हुन्छौं भन्ने कुराको संकेत हो यो । अब अन्य दलले पनि समायोजन र पुनःस्थापना प्याकेजमा लचकता देखाउनुपर्छ ।'

प्रधानमन्त्री माधवकुमार नेपालको अध्यक्षतामा सिंहदरबारस्थित उनकै कार्यकक्षमा बसेको समिति बैठकले शर्मालाई संयोजक तोकेको हो । शर्मा सचिवालयमा परिणत हुनुअघिको प्राविधिक समिति संयोजक थिए । माओवादीले सहसंयोजक आफूलाई दिन माग गरे पनि त्यसबारे कुनै निर्णय नभएको स्रोतले बतायो ।

संयोजक शर्माले अनमिन र्फकने निश्चित भइसकेकाले ऊ रहुन्जेल पुस मसान्तसम्म शिविरलाई सचिवालय मातहत ल्याउनुपर्ने बताए । 'त्यसो भए समायोजन र पुनःस्थापनाका बाँकी काममा सहमति जुटाउँदै अगाडि बढ्न सकिन्छ,' संयोजक नियुक्त भएलगत्तै कान्तिपुरसित उनले भने । अनमिनको फिर्तीपछि लडाकुलाई विशेष समिति सचिवालयको 'कमान्ड-कन्ट्रोल' मा ल्याउने तयारी गरिँदैछ ।

समिति सदस्य तथा कांग्रेस नेता रामशरण महतले राजनीतिक मामिलासम्बन्धी राष्ट्रसंघीय उपमहासचिव बी लिन पास्को यसैसाता नेपाल भ्रमणमा आउन लागेकाले माओवादीले शान्ति प्रक्रियाप्रति इमान्दार रहेको देखाउन संयोजक चयनमा सहमति जनाएको बताए । 'खासमा राष्ट्रसंघलाई देखाउन हो । यसमा विस्तारित बैठकको पनि केही प्रभाव होला,' उनले भने, 'आगामी दिनमा उनीहरू कसरी अघि बढ्छन्, शान्ति प्रक्रियाप्रति उनीहरूको प्रतिबद्धता त्यसैले देखाउँछ ।'

उपमहासचिव पास्को भारत हुँदै शुक्रबार नेपाल आउँदै छन् । स्रोत अनुसार भारतमा पास्कोले विदेशमन्त्री प्रणव मुखर्जी, सचिव निरूपमा राव र राष्ट्रिय सुरक्षा सल्लाहकार शिवशंकर मेननलगायतसँग भेट्ने कार्यक्रम छ ।  

समितिले अनमिनको अन्तिम पटक समयावधि थपेकै बेला भदौ ३१ मा 'माओवादी सेनाका लडाकुहरूको रेखदेख, नियन्त्रण, निर्देशन प्रक्रिया र आचारसंहिता निर्देशिका- २०६७' पारित गर्दै सचिवालय गठन गरेको थियो । समितिले विगतको ८ सदस्यीय प्राविधिक समितिलाई सचिवालयमा परिणत गरी माओवादी, सेना, प्रहरी र सशस्त्र प्रहरीका एक/एक प्रतिनिधि थप्ने निर्णय गरेको हो ।

शर्माले ०२४ सालमा सेकेन्ड लेफि्टनेन्टबाट प्रवेश गरी ०६४ मा रथीबाट अवकाश पाएका थिए । उनले सन् २००४ देखि २००७ सम्म गोलानहाइटमा राष्ट्रसंघीय सैनिक मिसन प्रमुख भई काम गरे । २०६२ चैतमा कांग्रेस कोटाबाट प्राविधिक समिति सदस्य बनेका शर्माले त्रिभुवन विश्वविद्यालयमा 'कन्पिmलक्ट, पिस एन्ड डेभलपमेन्ट स्टडिज' पढाउँछन् ।

सचिवालयमा शर्माबाहेक कांग्रेसका शम्भुराम सिंखडा, माओवादीका  चन्द्रप्रकाश खनाल र कुलबहादुर केसी, एमालेका दीपकप्रकाश भट्ट र गोपालसिंह बोहरा, मधेसी फोरमका सदानन्दप्रसाद कुर्मी र रामानन्द मिश्र, सेनाका सहायकरथी महेश कार्की, प्रहरीका नायब महानिरीक्षक केशबहादुर शाही र सशस्त्रका   सिंहबहादुर श्रेष्ठ सदस्य छन् । माओवादीले आफ्नातर्फबाट थप एक सदस्य पठाउन बाँकी छ ।

Kin of conflict victims leave Maoist top brass speechless

MANOJ ADHIKARI PALUNGTAR (GORKHA), Nov 29: Maoist Chairman Pushpa Kamal Dahal faced an awkward situation while meeting the relatives of those who lost their lives during the armed conflict. Around 40 kins of the conflict victims met Dahal and other senior party leaders in the hut number six inside the plenum site after the completion of the sixth plenum and Dahal was lost for words when a relative fainted during the meeting.  The faces of the leaders fell when the relatives vented ire at the party´s failure to fulfil the dreams of their dear ones who lost their lives or have been made to disappear for the party´s cause. The relatives, who had waited in the dark hut for around an hour, also blasted the leaders including vice-chairmen Mohan Baidya, Dr Baburam Bhattarai and Narayankaji Shrestha, and leaders Ram Bahadur Thapa and Hishila Yami for neglecting them. Baidya took off his glasses and wiped the tears with handkerchief when the relatives were lambasting the party with teary eyes themselves. Dahal tried to placate the relatives of the missing arguing that the party is not in the government and expressed commitment to find the truth behind the disappearances by forming a probe commission. But the relatives didn´t buy his arguments and accused the party of playing with the blood of their dear ones. Samundra Kumari Gandarva of Gorkha passed out in front of the leaders when a plenum participant told that her only son Bikash, who was missing for 11 years, had died during the war six years ago. “My only hope in life was the son. I had lived with hope of his return till now. Why should I live now?” she said before passing out. The leaders who could not react after seeing her collapse were in for more bashing as the relatives accused the party of cheating by using their dear ones for their self-interest even as the party cadres carried her out of the hut. Chief of the Tamuwan State Committee Hit Man Shakya, who had arranged the meeting with the leaders, tried to cool the relatives down but to no avail. “It turns out our comrades failed to inform the family of Bikash´s martyrdom due to technical reasons. The concerned comrade has written an apology for failing to inform the family on time. Please relay this to Bikash´s wife,” Dahal said after she fainted. General Secretary Ram Bahadur Thapa then said that the plenum declared Bikash as a martyr Saturday. Bikash had joined the Maoist party 11 years ago while he was an eighth grader and was killed by the bullets of the Armed Police Force (APF) at Jhyanspokhari, Bhojpur in June, 2004. “I never knew that my son was involved in the war. Why didn´t anybody tell me wher my son was?” she questioned. A man, who had lost his kid brother 10 years ago, said the party has done nothing for the family of the martyrs while a girl, who had lost her father during infancy, complained that her futures has been doomed due to lack of proper education in her father´s absence. “There are schools for the children of martyrs but I have not got opportunity for higher education,” the girl complained before adding, “You all shed tears before us but do nothing afterward. Don´t just nod your heads and shed tears. Do something for us.” Similarly a woman, whose husband has been missing since the days of conflict, said that her tiny son leaves her speechless asking about the father. “You all should answer about his whereabouts. I cannot pass my whole life in tears. Show us the body if he has died or else bring him to us,” she said breaking into tears. Dahal claimed that the party´s first priority was to find the whereabouts of the disappeared cadres but the political parties didn´t allow the formation of the commission in the absence of law. “Our government went down even as we were trying to formulate act. The party will pay attention to the plight of martyrs´ families and will take initiative to find out whereabouts of the missing. Your tears will inspire us in the mission of fulfilling the martyrs´ dream,” Dahal said. But the relatives were still not impressed. A mother wants answer from Palungtar plenum about her missing son

Hotels and lodges are packed and schools remain closed since last Sunday when the sixth extended plenum of the Unified CPN (Maoist) kicked off. Around 6000 Maoist leaders and cadres from all over the country have gathered here and hundreds of journalists and television are covering the event. There is a festival-like atmosphere in the area. While the villagers are happy to see the fanfare and the unexpected development that has taken place in their village because of the Maoist plenum, all this has brought no cheers to Ramawati Poudel, a local woman of Palungtar. Striving to the whereabouts of her son, Sanjaya Poudel, Ramawati is surviving with a heartrending story. "Nepal Army arrested my son in 2001 from Dhakaltar of Tanahun district since he was an active Maoist cadre. Since then I am unknown about his whereabouts," she laments. Not that the Maoists have not raised the issue of the disappeared citizens. But, for a mother like Ramawati, mere formality is not going to lessen the long suffering. When thousands of Maoist cadres are participating in the plenum to formulate the party's programmes and policies in her village, Ramawati is left with no option than to continue her tale of woe with all those who visit her tea shop. "In the last ten years I have not been able to know if my dearest son is dead or alive," she says. According to the statistics, both the Maoists and the government are responsible for 794 cases of disappearances during the decade long armed conflict. Some 22 cases of involuntary disappearances have been reported from Gorkha alone. The Comprehensive Peace Agreement signed between the former Maoist rebels and the government in 2005 highlighted the need for a separate commission to address the issue of the disappeared. However, no progress has been made to provide justice to the suffering families. During the closed session of the sixth extended plenum of the UCPN (Maoist) some representatives raised serious concern over the government decision to provide cash support of Rs 100,000 to family of each disappeared person stating that such a decision, indeed, intensified their suffering. Ramawati rubs her eyes with her wrinkled hands and speaks sobbingly, "10 years have passed. I am still unable to know if my son is dead or alive." She still pins a faint hope that the Maoist leadership will help her find the status of her son before they leave Gorkha upon completing the extended plenum. "I want his dead body if he is no more. Otherwise, they should tell me where my son is," she shares her agony. As she speaks, tears trickle down her cheeks. According to Ramawati, colleagues of her son have become senior leaders in the party but, they never visit her home to inquire about her situation. She is disheartened by the indifference shown by the Maoist party and the state in finding the whereabouts of the disappeared. "The Maoist leaders travel in cars and hold high posts because of the sacrifice of thousands of people like Sanjaya," says she. It is not that she didn't meet top Maoist leaders requesting them to help find out the whereabouts of her son. She adds, "I personally met Dr. Baburam Bhattarai with a request when he was here in the village asking for vote in the Constituent Assembly election." Now she is almost convinced that nobody cares about her plight and the status of her son. She tried to meet Maoist chairman Pushpa Kamal Dahal to share her plight was not able to. The Maoist leaders will start leaving from here completing the ongoing extended plenum from Saturday. Missing Maoist soldier’s mom gets shock of life

PALUNGTAR, NOV 22 -
Had the Maoist extended plenum not taken place at Palungtar, this mother would never have come to know the whereabouts of her son who had gone missing during the insurgency.

Samundra Kumari Gandarva had separated from her son, Bikash, a decade ago when he joined the Maoists at a tender age of 14. Five years into the insurgency, Bikash was killed in a battle at Jhowapokhari in Bhojpur district with the Armed Police Force.

Until two days ago, Samundra Kumari believed her son was alive, still a Maoist soldier or a cadre based in some part of the country. After the war ended and there was no mention of Bikash’s name in the Maoist list of martyrs or missing persons, she presumed that her son was held up with some pressing party works and that the mother and son reunion would take place one day.

Her hopes were shattered when a former Maoist soldier attending the plenum coincidentally asked to live as a guest during the plenum broke the bad news about Bikash’s death.

“Why was I kept in the dark for so long?” wailed the mother. “Many times in the past I asked about my son’s condition but the Maoists never said anything.”  

Arjun Limbu, a former Maoist soldier who fought alongside Bikash at the Jhowapokhari battle, said Bikash had taken bullets on his chest and stomach, killing him on the spot.

Deceased Maoist cadre declared martyr after six years

PALUNGTAR (GORKHA), NOV 27 -  

The UCPN (Maoist) on Saturday declared one of its cadres, who was killed six years ago during the conflict period, a martyr.

The party’s Central Committee (CC) meeting held today morning declared Bikash Gandarva a national martyr.

Gandarva, who was involved in the Maoist’s war since 1999, was killed in a clash at Bhojpur in 2004.
