Guilty of People’s Movement-II to be honoured

  • SC quashes writ against honours to rights violaters

KATHMANDU, DEC 05 -
The Supreme Court (SC) on Sunday scrapped the writ filed against the government decision to honour those found guilty of the People’s Movement-2006.
A joint bench of justices Bal Ram KC and Mohan Prasad Sitaula quashed the writ, citing the complaint doesn’t fall under the jurisdiction of the court.
A few months back, two advocates— Gopal Krishna Siwakoti and Shree Krishna Subdei—on behalf of INHURED International had filed the writ, seeking apex intervention in the government’s controversial decision to decorate those accused of human rights violations with medals.
Earlier this year on the Republic Day, President Dr. Ram Baran Yadav, as per the Cabinet decision, had conferred honours to various individuals including former Chief of Army Staff General Rookmangud Katawal.
The petitioners had argued that the state honour made public on the Republic Day include members implicated in systematic abuse of human rights and serious breach of international law during the decade-long internal armed conflict and subsequent people's movement.
